You've gotten some good advice so far. I'm merely here as distraction.

1. Remove wet clothing.
2. Slowly warm the person up. Too drastic a temperature change and it can do more harm than good. Blankets, warm beverages, etc, are the best methods.
3. Keep track of their breathing.
4. Check to see if any areas on their skin are bruised or blackened.

It would mean that there's an advanced case of frostbite, in which case the area in question may need to be amputated. This often occurs in the extremities, ie, toes and fingers. Your patient may have frostbite already; keep them out of the cold and, so long as they're on the blister stage and not the blackened stage, they'll be all right.

Oh, please. There's six buildings in this bloody town; do you imagine it will be hard to find you? You're not in the Invincible; you're not in my laboratory. Possibly the church, although I doubt it-- it's too close to town. Anything nearby is too close, you wouldn't be asking the entire town how to help if you had help nearby. You're too proud for that.

So you're somewhere far off: the museum, the bike shop, the school. Of those, only one is likely.
