what's the best way to ask someone out?

that isn't "just go up to them and ask". I've tried, it don't work.

Not pursuing what you hope for could let you miss out entirely. If nothing else comes of it, there is something worthwhile in making sure your interest is known and understand. You may not always have the chance to make such things heard. They may not always be there to hear and understand, either.
